Tenant's responsibility for gas appliance

• My girlfiend rents an appartment in Barcelona. The gas
  appliance that heats the water broke down, and the landlady forced my girlfriend to pay for a new heater
  herself.
  
  Can that be right? I thought in all of Europe gas safety
  and maintenance was the landlord's responsibility.
