Friend Does'nt have a visa and been in europe 7 months, how can he make himself legal.

• I have a friend who is a u.s. citizen and had his passport stamped in germany but have sort of traveled all over the place for the last 7 months, now he's in budapest and want to stay here with his family. I just read that all the countries he went to are part of some schechean thing, so is he in some kind of trouble? How can he remedy this situation without getting deported or something?
