How to open a stand in Holland's market?

Hello, I've been thinking about moving to Holand (Amsterdam or Rotterdam). I would like to open a little costume jewellery stand in a famous market located at Rotterdam (if i'm not wrong...maybe it's Amsterdam)
I don't speak any Dutch. Only speak Spanish, French, English and a little bit Deutch.
What should I do to open it?(Who to contact, do i need any license, is it impossible to do without speakind Dutch..??)
