To face the problem of indecent living conditions, the Maltese government has encouraged people with less income to get on the property ladder, with the help of subsidies from the Housing Authority.
The Malta Housing Authority promotes and encourages home ownership amongst people with lower to middle incomes. It provides those lacking suitable housing with accommodation and improves accessibility for disabled people. The Housing Authority is also responsible for the upkeep of houses, especially when the owners cannot do it themselves. It provides rent subsidies to people in need. Foreigners can apply for subsidies providing they are EU residents, or are married to a Maltese national and have lived in Malta for at least a year.
