Getting non-EU girlfriend into the UK?

  I'm British, and my girlfriend is a Peruvian national. We've been seeing each other long distance for some time, which is proving to be a bit of a strain, so now we're trying to figure out how we can get a visa for her to come and live and work in the UK (other than the obvious way, which would be for us to get married, but we're not quite ready for that yet!).
  
  Does anybody have any idea how easy or difficult this would be? She's 25, speaks English fluently and has a degree in engineering from the university of Lima. She already has a 10 year visa for the US, and didn't have any trouble getting a 6 month tourist visa for the UK last time she applied. However, I think that the tourist visas only entitle her to work for 20 hours per week or something?
