Mobile Content download in Canda

  Can someone please help me with the nfollwoing question:
  Is it possible to download content such as ringtones or wallpapers from a non-operator wap site in Canada? I heard that there are some restrictions similar to Verizon users in the US. Would be great if some could share his experience.
