ARC- reapply?

• Good morning,
  
  I’m a Canadian citizen living in Montreal. My husband applied for an Authority to Return to Canada (due to a Removal order that became a deportation after his refugee status was denied and he overstayed and he was denied.
  
  My question is : can he reapply for the ARC? Is there a waiting time? He applied as Skilled Immigrant (all this before we met), and since he was denied the ARC his PR was refused.
  Can you please give me some info. Regarding the possibility of continuing his process until a second ARC application is done?
  I’m moving to Mexico until he can come back with me to Montreal but I can’t find any information online about reapplying to the ARC or Appealing.
  
  Any information would be greatly appreciated.
