visa for my husband

Im a German but living in pakistan and desperately wanted to visit my mother with my husband who is pakistani.It's been a year of my marriage and now would like to visit my mother who is living in germany. The problem is that the German Embassy is not giving a Visit Visa to my husband. My mother is very ill and wants to see both of us but is not able to travel and the Embassy needs invitation for my husband. For that i have explained already that she cannot get it.There is no problem to go and stay there because we have an accomodation. I wants to let you know that we have applied for A visa already and had all the documents fully done but they still refused it. Can i know why?
